Route 1F Is Illegal

Virginia law explicitly prohibits it. Dominion proposed it anyway.

Attorneys for the Loudoun Valley Estates HOA have filed a letter with the State Corporation Commission pointing out what Virginia law already says: you cannot put transmission towers down the median of a highway. Route 1F — Dominion’s threat to line Loudoun County Parkway with 185-foot towers right down the middle of the road — was never a legal option. You can’t do that. It’s not allowed.

This is not discretionary. Based on the plain language of the statute, it is a categorical prohibition.

Here’s What That Means

Dominion wants to build 185-foot industrial transmission towers through our neighborhoods. Their preferred routes — 3, 3A, and 3B — would put these towers on school grounds, through our community, and literally in our backyards.

When we fought it, they introduced Route 1F: the same 185-foot towers, but this time down the middle of Loudoun County Parkway. The implied threat? “If you don’t let us build through your neighborhood, we’ll put them somewhere even worse.”

But here’s the thing — they were never allowed to do that. Virginia’s own rules say you cannot put pole lines in the median of a highway.

Dominion proposed a route that cannot legally be built — and used it as leverage to push everyone toward the routes they actually wanted all along.

Route 1F was never a real option.

And even if Dominion finds some other loophole, it doesn’t change what this means. The law, the legislature, and the community are all pointing in the same direction: this is not what the Commonwealth wants. It is not what the citizens of Virginia want. The SCC should take note.

Dominion introduced Route 1F into an active SCC proceeding with no prefiled testimony and no advance notice. The community had no opportunity to research its legality before being forced to respond to it. We only discovered this prohibition after the fact — because Dominion never gave us the time or the chance to ask the question in the first place.
